A 41 year-old Salem, Oregon father was recently arrested for using a dog shock collar on his four children. Salem Police Lt. Dave Okada says the father didn't do it as a punishment. Instead, he shocked his children because he thought it was funny. The children, all younger than 10, are now in the custody of their mother.
